LvG gave Xavi his debut at 17 years of age in 1998. Pep was mostly injured that season and Xavi filled his boots. He became a regular starter from the next season onwards. Bear in mind that it unlike now it was unusual and rare at that time for teenagers to become starters so you know that Xavi was special from the beginning.
Iniesta debuted at 18 years of age when the club was starting its reform under Rijkaard and president Laporta. (LvG gave him his debut but he soon left that season). Rijkaard initially didn’t utilize him much and preferred a starting lineup of Xavi, Deco and Edmilson and using him as a substitute or a rotation player. He would often adjust Iniesta on the wings as well.

For Barca, I think it is Xavi even though Iniesta has more flair to his game.
But Xavi’s playstyle and brain and ability to be a conductor was just so integral to that Pep era that without him, I think things break more than without Iniesta. Xavi also joined Barca when they were at their lowest as a manager.
For Spain, I would say that Iniesta is the bigger legend though. Even though both players won the player of the tournament award at the Euros (Xavi in 2008 and Iniesta in 2012), the World Cup-winning goal is such a massive moment for Iniesta.
