City are too rich and powerful for it to be the end of an era. City are like Milan in Italy in the 90s, they are a giant of a club now with all of their power. They will definitely need to refresh a large amount of the first team. Savinho, Doku and Grealish aren't good enough for City as first team starters. A lot of the first 11 including KDB, Silva, Gundogan etc are old and need replacing as first team options. They won't be in the doldrums as a team for long.

Loosing Rodri was a blow, but he's not the only reason for man city's poor run of form. They haven't caught a break with injuries to their defenders. Dias out, stones and ake off and on, Kyle Walker off to another club, Rico Lewis playing the worst football of his career. Honestly, it's only Gvardiol that's the only stable player in their defence at the moment, and they need to sort it out quickly. Otherwise, they would be embarrassed against Madrid.

I donโt think itโs bcz of losing Rodri. Compare the matches they lost in his absence last season and this year, that will give you a clear indicator that there is something else which is caused this downfall. They didnโt lose this badly in his absence in few matches as they did this year.
