One of my buddies gave up joining us in Qatar to book a flight to England to watch his club Liverpool win the Premier title. I told him it was a bad trade off but we all know how crazy Liverpool fans can be. Anyway, he got Liverpool losing the title instead of seeing Canada advance to the R16! DOH!
I don't think that particular offside rule is very important, but yes to be consistent maybe it should be the same as a drop kick. I've always liked that one cannot be offside on a throw-in, so maybe folks see it the same way?
As long as we're talking a change in rules, I think penalty kicks for non-threatening fouls inside the penalty box play too big of a role in deciding matches between evenly matched teams. For example, a player taken down inside the box but who is in a far corner running away from the goal was never in a scoring position. Granting a penalty kick from the 12 yard spot is simplify disproportionate. Here's how I would change it. I would create a 2nd penalty spot so that there are two spots: one with a high probability of scoring and one with a lower probability. The two spots could be a 12 & 16 yards, or even 10 & 15 yards. Referees would be given a set of guidelines as to which penalty to award. This would not only reduce disproportionate game deciders, but it would allow referees to not be afraid to call questionable penalties, knowing they have the two spots to choose from. And for the fans, I think it would be super exciting to see players taking penalties from 15 or 16 yards out. If you don't like that discretion with the referee, then get rid of the 6 yard box (it performs no function any longer) and create a 12 yard box in addition to the 18 yard box. Fouls inside the 12 yd box get the 10 yard spot, while fouls between the 12 and 18 yard box get the 15 yard spot.
A 2nd rule change I would promote is how overtime is structured. Far too many extra times seem academic where the match ends in the penalty shoot out. I would try to encourage scoring in the overtime play. Every 15 min for 45min one player is removed from each side. So 11 in normal time, and then 10, 9 and 8 respectively. This would open the game up considerably and generate more scoring. As it stands now, if a team scores, the chances of an equalizer is remote. That is boring. Reduce the numbers on the field and maybe allow 1 or 2 more substitutions.
Bottom line is that there is very little to differentiate the top teams in the World or in leagues – there is so much parity, Too many matches are decided on penalty kicks: where some are very deserving and some much less so. And because of that, too much power is left to the interpretation of the referee. Let's put some more resolution into it. It will allow for the better team to come out on top more often – which is what sport is all about.
