I initially thought "No Penalty" but after some consideration, I broke it down:

FA Rules:
"SERIOUS FOUL PLAY"

A tackle or challenge that endangers the safety of an opponent or uses excessive force or brutality must be sanctioned as serious foul play

1 Dumphries put his studs up waist height to block the shot (made a challenge that endangered safety of Kane – not allowed)
2 He did not play the ball
3 After making his shot, Kane made contact with Dumphries studs in his follow through.
Conclusion:
1 Dumphries made no attempt to play the ball with studs at waist height (definitely not allowed).
2 It was a reckless challenge (he could have chose to get his body in front of the shot in which case – No Penalty)
3 studs up is a yellow card offence in open play, WTF did he expect?

FRANKFURT – German referee Felix Zwayer will referee the Dutch semi-final against the British next Wednesday, but has previously been involved in match fixing. A case that later went down as the 'largest bribery scandal the Bundesliga has ever known'.

On May 18, 2006, just before the World Cup in Germany, the then referee assistant Zwayer was suspended for six months by the Deutsche Fussball Bund (DFB). This verdict has carefully disappeared from the DFB website.
The matter came to light again three years ago when English superstar Jude Bellingham expressed his reservations about Zwayer's decisions. He said: “You give a referee, who has already done match fixing, the most important match in Germany. What do you expect?"
Bellingham was eventually fined 40,000 euros by the DFB.
Gambling mafia and convicted match fixer
In 2004, Zwayer had been friends with fellow referee Robert Hoyzer from Berlin for at least a decade. Hoyzer was considered the center of the biggest gambling scandal in German football. As a referee he dealt with the Croatian gambling mafia. The illegal business was done in a seedy pub, the Café King on the famous Kürfürstendamm.

This referee was found guilty for match fixing so what the HECK that Eufa allowed him to officiate such a crucial game. Besides that whole world was witnessing that it was a fake penalty. He got to the ball late and made contact. Dumfries has a right to go for the ball but he missed it and it’s a foul therefore a penalty. Change the rules don’t complain when the laws are dealt out correctly.
