I agree with you. Sonny should not have given that free kick to Højbjerg. But look at body language of Højbjerg in terms of how badly and strongly he wanted it. Son gave a free kick chance to Chee-Chan Hwang when Hwang asked for it during the Asian Cup Tournament and Kang-In Lee protested it, which Son over-ruled. I feel it was because Sonny is a highly empathetic person by nature and it was one of a few chances for Højbjerg — – who has been his teammate for 4 years – – to score a Spurs goal and we were leading by 3:1.
It's also disappointing that to date Maddison hasn't really had many of these free kicks in these advanced central areas, as he was banging them in for Leicester.
