English passport bias
Raya is a loan with an option to buy, no obligation, therefore Ramsdale is our No.1 regardless. Raya is there to provide competition and we'll see at the end of the season if Arsenal choose to extend the loan or buy outright, until then Ramsdale is our first choice.
More than likely Raya has been brought in with a view to make him our number 1. If Ramsdale remains our number 1 going forward it will be because the Raya signing has pushed him to reach another level and iron out the weaknesses in his game.

Arteta is trying to win anything this year. He needs to prove that he is a manager that club owners should keep. The way you can do it to show results. If it is not PL or Champions League then they have to win FA cup or something. The amount of games Arsenal is going to have automatically increases. You cant just make Ramsdale be in all those games and you need a reliable second goalkeeper.
Arteta Brough ramsdale in to challenge Leno for no1 but Leno couldn't handle it. So now raya coming is the same situation and ramsdale in now on receiving end so he should see it as a challenge.
