Of course the distance was close but the defender can not have his hand up there. The shot was right on goal. Otherwise defenders could always just keep their hands on shoulder hight and „block“ shots from close distance, that can‘t be. If he was sliding and his hand was on the ground while sliding and makes a contact then with the ball from close distance then ok. But on that height it is a clear pen!

I was watching it live and when the VAR check was being done it clearly didn’t look like penalty but on regular camera it was a clear penalty so I’m thinking maybe it was that reason they didn’t give the penalty.
