In italy savic was always wanted but Lotito (Lazio's president) always asked too much. 3/4 years ago he wanted 100M, but it was too much. And as the guy said in the video, savic isn't a very much talked about player, so I guess even for premier league and so on, 100M for a lazio player always seemed too much. Also, savic never performed amazing (he was ok) for the national team, many clubs had the doubt about investing so much, because maybe he wouldn't perform outside lazio
