If city gets relegated to god forbid league one or something. Sell haaland it will be criminal to make him play at that level. Sell him to barca with a solid buy back clause. 3 years under flick will make him a better player when city gets back to epl buy him back

Relegation would be unfair since 1. Chelsea committed the very exact violations and only got pending transfer bans and 2. None of these violations are match fixing or referee paying related offenses. Oh I forgot to tell UAE have 20 billion pounds in foreign direct investment and oil exports to UK that would be pulled if the red cartels touch city
