Not REALLY sure what the grounds for appeal are though.
Of course the punishment does not fit the crime, and that needs to be looked at by the FA, but by the accepted definition of the crime he did it and so will get punished.

Don’t see how they can really. He did commit the foul, other fouls should have been called, but that doesn’t negate the fact that he pulled someones hair.
