Im a die hard Inter fan since I was born with the nerazzuri colors but this is a clear penalty.
Thats not “brushing”, you can see the Genoa’s player’s foot clearly halting to a stop when planted on top of Napoli’s player’s foot. It does qualify as a step on foot.

Look these are not pens, but with var and the outburst refs have started giving them. Thuram has won a couple of these, bonny almost got one couple of weeks.
In 2012 this is never a pen, but let’s talk about the idiot who doesn’t even follows the ball but charges at the other leg. What an idiot, just fucking bench him for a month.
