Even simpler than that. He's not a Kompany player, he was wanted by Tuchel who in the summer of 2023 was desperately attempting to sign a ball winning midfielder. You then sign him the next summer for a coach who did not need a ball winning midfielder.
We've seen with PSG(Vitinha) and even Liverpool(Gravenberch), now Arsenal with Zubimendi that big teams are moving away from a ball winning no6, the no6 now needs to be good on the ball and able to start attacks, beat the press etc…also why Madrid struggled last season without Kroos.
Palhinha was wildly out of his depth at Bayern, there's also a reason why Amorim got rid of him at Sporting
He would have been decent in an Ange system offering defensive cover for when Porro and Udogie played further up the field
