@PMOP sorry but you are wrong. The attacker is closer to the goalline then the last opponent. Not the second last… The last defender/opponent is the goalkeeper. Therefore he is not in an offside position and the red card is correct in law. Sorry!

Must be 2 opponent players between him and the goal line where he must be at least in the same line of the second last opponent player to stay in game. Both 2 last opponents are behing him and not between him and the goal line so he is extremely offside.
The only way of him not to be offside is if he gets the ball from an opponent player pass and not from a team mate.

The attacker is in a offsides position. but this (the P.K) is the correct and good call by the center if the ball was played by the defender who looks like he played it back to the attacker after his keeper was trying to clear the ball, therefore No offsides. This call would be a wrong and therefore a bad call by the center and correct call by the AR if the attacker received the ball from his teammate, therefore it is offsides. The AR had the best angle.
and because both the Center and AR talked about it, it looks like the defender got his foot onto the ball and passed back the ball to the attacker who was in an offsides position and therefore they both agreed with the call of NO offsides and awarded the P.K to Syria. If the Center ref was closer to the play it would have probably been a easier call to make.
In my opinion, the whole foul has nothing to do with offside as the attacking player did not participate in the play yet. The tackle made by the keeper infringed the Laws of the Game and he is trying to deny a quite obvious goal scoring chance by this. So he is correctly being sent off, and as the foul committed inside the penalty area it is therefore a penalty kick.
