Just a guess but it looks like a pitch bib that the tv/broadcast crew would wear to easily identify them.

Considering it has nike sponsorship it could be from the 98/99 to 00/01 season when Nike provided champions league balls. Exact year you’d have to check photos from game for a similar bib on broadcast personnel, maybe a camera operator.
