Ah another announcer that doesn't know the rules. "The attacking phase" no longer has any relevance for handling calls. It's only if a goal is scored directly from the arm or "immediately following the touch by the scoring player". This was called because it was deemed a normal deliberate handling by the same criteria that has been in use for decades. It had nothing to do with the fact it started an attack.
