Guy understood the assignment. The runners he was pacing didn't. If he wanted to go for he win he may have. He slowed down at less that 200m to thw finish line.
In cross country, these are called "rabbits". It's a strategy to draw out the other team's runners early in the race. I suspect this guy had no intention of winning.
