Rice is overrated and he will not upgrade Arsenal's starting 11 in anyway. Just good for depth. Personally, I'd pick Partey over Rice.

It's easy to forget Arsenal did also beat the likes of Manchester Utd and Bayern Munich to the signature of Declean Rice. He will undoubtedly transform Arsenal in the midfield this season!
Rice is young, strong snd smart. He is "an Arsenal player". The fact arteta idendified him to be top priority makes me thing Arsenal will be competimg for everything in the next seasons.
They could have bought Ugarte for half that money. They would get a much better player.
