As a neutral, they are on par with each other. An Arsenal or Man U fan will swear their player is better. Stats say they are very similar. There is NO BETTER PLAYER.
However, the eye test may likely give it to Partey because of his ability to disguise passes better. Despite that, their passing end results are the same.
Partey might be ahead on Goals and Assist contributions, but Casimero has the bigger player profile being path of the Brazilian squad.
The only real bone of contention between them is the red cards issue. Casimero has /will miss at least 7 games this season because of indiscipline.

No point comparing, players with different attributes and abilities. Casemiro can play for any team, Thomas need a good footballing team. As an arsenal fan, I am glad to have Thomas
