Every TOP manager picks on form. Tomori, White, Smalling have all been superb over the last two years yet they cant getting a look in,. Maguire can make as many errors as he likes, he doesn't even need to start games .. Southgate will still pick him.

This is a tired excuse/reason. Being picked for your national should be done on merit. This merit is predicated on club form. What previous national team managers have done is picked those they favour. Southgate has continued this trend, and talked in circles about why. I think people would have more respect for Southgate if he just came out and said, he picked this player over this player because they work better in the system he likes to play. He doesn't, instead he'll make some nonsensical statement about it. If he does relent and pick a player because the press, fans and pundits have been persistently hammering him to do so. He'll pick them, and won't use them. As is the case with Maddison and Toney.
On form, Maguire and Phillips did not merit the call up, let alone the start. And yet here we are. I doubt this will change during Southgate's tenure as national team manager.
