Habrá 24 equipos divididos en 6 grupos de 4 y clasifican a Octavos de Final los dos mejores de cada grupo y los 4 mejores terceros. Quienes se clasifiquen a cuartos de final de la EURO obtienen su clasificación para la Copa del Mundo del 2024 y habrá una ronda de perdedores de Octavos y de allí se darán los últimos 4 cupos disponibles de Europa para el Mundial.
