Does this mean that its not a manager/tactic problem but rather a player quality problem? Because i mean if we’re generating a high amount of chances and keeping the opponents chances relatively low then that means the tactics are working no? Or am I misunderstanding this

Seen this too often recently. Tell you what that suggests – the tactics are right but the players aren’t good enough. When fans have a go at managers and this is the situation how about those on the pitch taking some responsibility?

These modern possession managers have perfect a high xG low goal way of playing. From Potter to Maresca to Rosenior (and I bet Arteta without corners too) it’s this bullshit high volume low quality type of shooting that looks good on paper but doesn’t get you goals.
