Idk if I'm missing something but this seemed to me a clear handball. I know this is a hot topic of conversation in general in modern soccer with VAR but why would they not call this a penalty? There is such a huge lack of consistency already but then add the whole potential disproportion of the call not going the way of the smaller club playing against one or the Serie A giants.

I would never award a penalty for that, but I think the same thing about the majority of the penalties awarded for handball, most of them are clearly casual and involuntary.
Similar hand touches have been considered penalty-worthy this year, that’s for sure.
