The Doncaster-based official has been handed the middle for Liverpool’s trip to the Amex on Saturday.
Seagulls fans last saw him just before Christmas when Sunderland drew 0-0 at the stadium.
Before that, he had charge of the 2-1 win over Manchester City and, towards the end of last season, the 3-2 success against West Ham.
So far this term, he has refereed 23 games across all competitions, showing 92 yellow cards and three reds.
His most recent dismissal was that of Pedro Neto of Chelsea for two quick-fire yellows in the defeat at Arsenal.
His most recent game was Leeds’ routine 3-0 win at home to Norwich City in the FA Cup.
England was on VAR duty for Alion’s league game with Liverpool at Anfield in December and there were some who felt he should have intervened when Craig Pawson showed a yellow card to Diego Gomez for a foul on Florian Wirtz.
James Bell will be on VAR duty on Saturday, as he was when England refereed the Albion v Sunderland game.
The full officiating team for Albion v Liverpool is as follows.
Referee: Darren England. Assistants: Scott Ledger, Akil Howson. Fourth official: Tim Robinson. VAR: James Bell. Assistant VAR: Adrian Holmes.
