It looks to me like Azerbaijan still uses the Russian word for Newcastle which is Нюкасл which translates literally as N yu k a s l.
The logic is that it allows speakers of the language to pronounce Newcastle as accurately as possible, rather than doing a literal translation of the letters, which would give you something that sounds nothing like newcastle
