I want to make something similar for our League cup but what is it?

I acquired this item a couple years ago, from a colleague who found it when clearing out his dad's old house. Apparently his dad collected them and had dozens for different clubs.

I can't find any information on it or know what it's referred to as to be able to look up others. Anybody know what I'm searching to identify it?
