Rodri is the best DM in the world. Philipps will play as a back-up and a second pivot in some games. By back-up i mean he will atleast start 20-25 games.

After saying Phillips starts instead of Rodri ruin you credibility
Phillips also played more of a CM role for England .. They'll both play plenty, but I can't see Rodri moving up.. that means taking De Bruyne or Bernardo out, and both of them are in unbelievable.
As much as I like Phillips, he ain't in the same league as De Bruyne, Bernardo & Rodri. Is he even as good as Gundogan?
You also didn't point out the fact that the numbers you mentioned are skewed to the team style of play.
Of course Rodri won't have as high defensive numbers as Phillips, City have the ball a whole lot more than Leeds and are good at the counter press meaning sometimes the ball doesn't even make it as far back as Rodri when they lose it.
Plus the reason has 90+ passes per game VS Bernardo and De Bruyne on 50ish is because of how City build up.. with Phillips passing accuracy stats that would mean City would lose possession 7/8 times more match if he was the DM…
There will be games where Phillips might be a better option, especially if the full backs go high and wide he may spray the ball over the top, and some games where Pep could play both.. but in reality, Rodri is going to be the DM..
I'd say it's more likely Phillips
Last season man city play higher and force defense to a low block.. with haaland i think they could play a bit lower and spray early crosses into haaland..

Rodri is the best CDM in the world. Philips is a backup & a different option. It's not hard to understand

phillips could be backup rodri, or pep could back to 4-2-3-1 make rodri and philips together mean de bryune as playmaker with gundo or foden as sub
but pep speciality was 4-3-3 mean philips just backup for rodri, man city schedule is tight with CL,fa, and etc
pep system never work without rodri like 2-3 years ago when he using rodri as defender, so phillips is backup if rodri out form or injury

I don't understand your point about defensive numbers. City dominate the ball and press like crazy so obviously Rodri is going to have less tackles and interceptions, he's still brilliant at winning the ball back when called upon. Can they not play Phillips at CM in some games so he's pressing into the opposition like he does for England instead of having to hold his position?

double pivot with cucurella very advanced on the left makes sense. One attacking winger on the left and one inverted Fb on the right. Cucurella maintaining the width on the left will allow grealish to come inside more, an area which suits him better.

Rodri would do the Jorginho role that he will be the focal point for passes but not as mobile and Phillips would be more mobile and reclaim possession

Rodri was better defensively last season than in his previous seasons. A lower volume of stats like tackles etc. doesn't necessarily make for a "faltering". It can be a result of a player becoming more economical, and having a better understanding of his role and positioning – this is certainly the case with Rodri.
You don't want your no.6 charging around leaving gaps, something he was guilty of to a high degree in his first season and to a lesser degree in his 2nd season. If you look at some of the success percentages re: defense, last season was Rodri's best.
Over the course of the whole season, Rodri was the best payer in the PL. Salah and De Bruyne each dominated the 1st and 2nd halves of the season, but Rodri was consistently brilliant. However, for a DM to win POTY you need commentators and pundits to cotton on early and essentially bombard viewers (and thus the players) with a constant stream of 'PR', something we saw with Kante.
Phillips is an interesting signing,, naturally more of an all action DM but with a better pass (particularly long pass) than is traditionally associated with such a player. He thrived under Bielsa, and you'd expect similar under Pep – fitness permitting
Nice analysis! If Sterling actually leaves, then Silva could be given a more attacking role sometimes and this would allow Rodri to be pushed up field, but otherwise i don't see Phillips starting ahead of Rodri/Silva yet. Cucurella transfer is interesting because Silva as a winger would not provide the same width as Sterling, so this could then be provided by Cucurella instead.
I think Phillips will also give City the option to play more defensive (Rodri – Phillips pivot) which is an option they didn't really have before.
Imo the butterfly effect would be if Bernardo left the club. In this case I think Kalvin is just rotation for Rodri who was the best player last season

Stats are a bit misleading when comparing pass accuracy in midfield
Rodri has played DM for us all season, passing from deeper with less pressure on him, kdb for example plays further up the pitch where theres more pressure on the pass

Rodri is very good but lacks a little bit in the defensive role this season a bit will I wouldn't blame him but with Philip's now he is so good at the defensive idk for sure haven't fully analyze him yet as so I'll have to go look nice channel too very entertaining

I can see this happen occasionally against certain teams but Phillips definitely isn’t taking over that main number 6 role. Rodris just too good there and he’s proved that last season
I really don't know how we're going to play this season, as so much has changed. But, I'm really looking forward to finding out!
Like this idea, as Rodri is real metronome in midfield, so having the ability to push him further up, or even play him and Philips alongside each other, depending on who we're playing sounds great!

Rodri getting promoted to a more offensive role in the midfield would be right on brand for Pep. One of the reasons he is one of the best (if not the best) to ever do it.

Phillips is simply there to be a long term replacement for Fernandinho and to bolster squad options
The 433 actually makes perfect sense with Rodri there cause Bernardo essentially does that anyway but with a lot of room to free roam in attack
