Usually when the Ultra flags are upside down it is some form of protest. Mostly because of bad treatment for example by the local police.

Maybe someone knows better, but Ultras didn’t go to Kopenhagen because of strict rules like personalized tickets, only tickets for club members and much more because the game is classified as a high risk game because we have a friendship with their rivals.
Maybe this is some form of protest.
But I’m just guessing.
