They’re rated based on the perfomance of the previous season. Which rating did Lewy have durimg his first Bayern season? And Gündogan before going to City? They got those based on the perfomance in the BVB shirts.

To explain, Fifa is a video game (or used to be, now it is called EAFC). It gives players am in-game rating before the start of every season, based on their real-life performance in the previous season. This is a list of the highest rated player in each position, based on the Fifa ratings. It has nothing to do with the opinions of OP, he can’t replace anyone with anyone else.

Bellingham Witsel and Haaland all deserved higher ratings, but they always give lower ratings to players not in the top top teams
