Trying to blame these people is ridiculous. If they flew back to their countries and were not supposed to, the responsibility lies with the airlines that allowed them to fly. The only scenario where these people can be blamed is if they lied to fit certain criteria needed to fly, if they sneaked back into their respective countries, or if they do not respect the confinement. Otherwise, there is nothing to reproach, not to them.
