This sort of thing is in player contracts. Especially a player of his status. I guarantee you Ronaldo has an agreement when he joins a new club that he’s the penalty taker. Neymar must not have that agreement, so he doesn’t take the pens. Simple as that.
Edit: for example, when CR7 re-joined Utd, he took penalty duty off Bruno fernande, even though Bruno had a very good record. That would have been contractual.
