The ref can't force the next player to take a penalty from a clearly compromised spot. Just an unfortunate situation which left one team with an advantage.
Example: one team is counterattacking and have a 5v4 situation. Now a stalker runs on the field and the judge have to whistle the play of. Now what ?
Should the ref wait until the other team have a similar chance and then blow the whistle to make it fair ? Clearly no. Sometimes things just happen that influences the game in an unfair way.
