It makes much more sense to sign Fofana and Amrabat than signing Ugarte alone. A midfield of Mainoo, Fofana, Amrabat is better than only Mainoo and Ugarte given that it seems obvious that Mctominy and Casemiro or at least one of them would still be at the club next season
