I think you are underestimating Italy and while Germany is hard to predict I would find it surprising if they would lose against Portugal. They almost never lost against Portugal. The German team now is drawn together from many different clubs who will all play European finals and won’t be well rested (e.g. Rüdiger and Kroos from Madrid) plus the players from Dortmund and Leverkusen. There will be fewer Bayern players in this German side and they seemed chaotic this year.
I also see France as the likely winner but many players seem to lack motivation recently.
