The reason Germany and France have legends in the double page spread is due to licensing. They have too many players who cannot be included in the album. Also, Saka isn't in the album.
And yes, the purple one is a parallel. The parallels go like this: Topps foil, purple, green, blue, Euro, black (numbered /24) and gold (1/1). As for the Star Player stickers, the signsture is the parallel.
