The reason that White probably doesn't want to join the England team is because of Southgate's continued disrespect of picking out of form playersover hard-working ones. White is better off playing for Arteta and his club than waste his time warming the bench. He is a patriot through and through but he should not join his country, knowing he wont get picked.

Walker, Trent and Trippier are automatic picks for Southgate. Also Reece James is ahead. Ben is the best inverted FB in the England squad and can play at CB much better than McGuire. He is not on Southgate’s plans to play for England. Why would he waste his time to go and follow the team when his main focus is his club competing for the title and CL. Southgate is good at PR. Says that Edu called counterpart at FA to say Ben doesn’t want to be considered. Then says Ben was reticent after their conversation. Asserted no issue with himself or his staff and door is always open.
He could have said when asked I have picked the players that I think will help us win the competition and I believe I have picked a good team. He could have answered the question without answering the question. Managers do it all the time.
