In football all the rules were under the umpires…but there s no rule to bind the umpires so there final whistle s dar final decision…so fifa should make rule n to bind even the referees if they don't take their decision accordingly…even the president can impeach wit laws so y not umpires..fifa got no rules on the grounds..the most powerful desicion maker s the umpires on the field but if they judge against the rules n laws there should be severe punishment…just make them blow the whistle n make it done that's not fair… digital s there with no confuse…I hope they make rules for violence on field
