marcos is 19, and he is not underrated. he is one of the best defensive prospects in the world and you think 35 mill is too much? especially for PSG that is nothing, and couple that with the fact that he gets to play alongside thiago silva, the brazilian captain and one of the best defenders in the world, and its pretty sensible for PSG to sign him.
Also, Barca did make a bid of the region of 20-25 mill, but it was rejected. Marcos obviously favoured playing alongside Thiago Silva to Pique.
