It's quite funny hearing people say City aren't the same without Rodri then In the same breath that Arsenal can reach last years levels!
Arsenal have lost Partey and Xhaka yet everyone judges them on last year!
Arsenal arent the same team as last year and so far they've shown they can't reach last years levels.
If you're stating that Msn City aren't as good without Rodri logic would dictate you say the same about Arsenal without Partey and Xhaka.

As Toney I would choose Chelsea- because the only fact that if he flops Chelsea will just buy another striker for big money- where at arsenal the immense pressure he’d be under if he flops could probably destroy him- the pressure at arsenal to deliver right away will be always be higher for big signings because they’re a bigger club
