I don’t think Chelsea should sign him, his tackles are reckless and could generate lots of cards. Santos is much better.
Simply put, if Adams had been healthy for 4-5 more games, Leeds would be in the PL. After his injury, Leeds had the worst defense in the Prem. In one instance, they conceded like 9 goals in a week.
Tyler Adams is not a destroyer midfielder but he is more hybrid DM/CM like Enzo. Chelsea should buy Edson Álvarez as he is more like a destroyer midfielder compared to Tyler Adams.
Adams won't go to a club to sit the bench, so all these 'please get him, he'd be great depth!' comments are ironic. If that's all he'd be, then you're not getting him.

Much better than Santos and very fast, plays long range shots, can dribble easily, no backward passes… A typical midfielder that Chelsea need. A better version of kovacic (because he scores and make dangerous forward passes)
