If Gundogan does leave, or Bernardo Silva, I do think we need to bring in a new class midfielder. Like you said, I highly doubt Kovacic is a like-for-like replacement for Gundo
The rule is now it's the Premier League clubs that have the top dollar. European clubs, even larger ones are struggling.

Cancelo is seen as a 'bad egg.
City require a certain character first and foremost. Bayern look to have noticed Cancelo's attitude. If Arsenal are to pay top dollar it may be worth it as he could be a ticking time bomb for them.
1). City need to be entrepreneurial and develop or bring the best kids in. With the Academy City have and the professionalism they can polish talent either for the first team or sell them for top dollar and if they go down the loan route as you say, make it an 'obligation' rather than 'option' to buy, at the end of it.
I am very interested in how Maximo will turn out and Sergio Gomez. They have been at City for a while and I expect them to kick on.
