The authority previously said planning approval should have been obtained before the historic building was demolished.

A Test Valley Borough Council spokesperson said: “The council is continuing to pursue a replacement with the owner of the site for the cottage, which was demolished last year, and a planning application is expected to be made soon.
“If permission is given for a new cottage, we will expect works to begin as soon as possible.
“If an application is not received, or permission is refused because the proposed new property is not considered acceptable, the council will need to consider taking enforcement action.”
