“If you can’t protect small kids, then, you know, what can we do?”
A spokesperson for Dorset Police said when the report was made, officers were informed the offender had left the scene and the girl was safe with her father.
They added following an assessment of the threat, risk, harm and vulnerability, no officers were deployed to the scene.
“We recognise the distress this incident has caused to the victim and her family and would like to apologise for the delay in our response to officers making contact with them,” the force said.
No arrests have been made.
