I think this should consider how much business a club has done.
Obviously it’s still a really big number. I’m not trying to excuse that but wolves being at 25 sounds like a bigger travesty.
To some extent these intermediaries are sort of like taxes. There unavoidable but should be minimized but the more you spend the more you’ll pay.
