It's not really a question of either both or none… Maguire was beaten, placed a hand on the Bournemouth player and the player fell. Amad Diallo was wrestled off the ball and fell with his back onto the ball, it was not a deliberate or pre-meditated fall. Both are penalties but not for the same reasons. The clearer foul was on Amad.

Am not going to blame the referees because they are over protected by the FA and the Referring body. The official are making mistakes every week , getting criticism every week but no punishment is given to them for poor officiating but whenever any player or manager comes out to talk about it, they get fine or even ban now who are you protecting you should listen to both sides of the story, punish the referee who makes mistake so that they learn from it as you punish managers and the players.
