Fire crews from Eastleigh and Redbridge were called at 2.45am on Wednesday, February 18 to a vehicle fire in Mansel Park.
The vehicle has remained on the grass since, with only tape around it to keep people away.
Children have been seen climbing and jumping on the wreckage of the car.
Paul, a resident of Kendal Avenue, said he was the one to report the original fire, when he saw two people smashing in the windows of the vehicle before lighting it on fire and watching it burn.
He said: “It’s not the first car, there’s been about five burned here in the last couple of years.”
Paul moved to Millbrook 22 years ago, and said he has had a motorbike stolen and burned in the park as well.
He added: “The place is a warzone, there’s kids jumping on the car now.
“It’s not the council’s fault, what can they do, but it should have been moved by now.”
Hampshire police said that investigations are still ongoing into the incident, after police attended the scene on February 18.
Residents who live next to the park said they were woken up by the commotion.
One neighbour said: “I was woken up by all the fire engines and the lights and noise.
“Then I could smell the horrible smoke.”
Another Kendal Avenue resident said: “The council normally get rid of things like this within days, I suppose it’s down to a lack of money.”
“I think it’s terrible that it’s still there.
“If kids are jumping on it then they’re going to get hurt.
“It’s meant to be a kid’s area, to get them off the street and into the park, what do kids do now that is there.”
Southampton City Council manage the park, but have not given a timeline for the vehicle’s removal.
A Southampton City Council spokesperson said: “The vehicle has been severely damaged in a vehicle fire incident which occurred in Mansel Park.
“We are working with the relevant teams to organise safe removal of the vehicle as soon as possible.
“In the meantime, we request that local residents keep clear of the vehicle and enjoy other areas of the park.”
