Nicolas James Group’s £325 million scheme for Town Quay first appeared before the planning and rights of way panel in March last year.
Councillors decided officers could grant planning permission subject to completing a legal agreement, known as a section 106.
The application was set to go to the panel again last month for a further decision as the developer was seeking a four-year period to start construction on the scheme.
However, it was deferred from the January 20 meeting to allow final negotiations on the legal agreement to take place before councillors reconsider the application.
The scheme, which includes a five-star hotel, hundreds of flats, restaurants, bars, retail space and an expanded marina, has been listed on the agenda of the next planning and rights of way panel session on Tuesday, February 10.
