I think that a lot of high quality players rate arda because he possesses abilities which are rarely seen in normal players like vision, passing ability, first touch, crossing, shooting, etc. Neymar understands this which is why this take is not surprising to me. He would never say this about Tchouameni or Camavinga because although maybe they are at a similar level to Arda right now anyone can see that they have no where near the potential Arda has simply because they do not possess those intangibles (no hate to them).
