There is so much revisionist history. PSG are hardly serial underachievers. Not counting this season, they've been to two semis and a final in the last five years. And by the time Messi came, PSG were already on the decline. Neymar was older, Thiago Silva had left, Cavani had left…PSG had no choice but to rebuild. They've done a good job, but they need to win the CL before they "surpass" the previous editions of PSG.

They got rid of the ego player that demanded the rest of the team to play for him and spend a crapload of money on (near) worldclass players that are willing to play for eachother.
What PSG did is super easy to do in Football Manager. Just do what PSG did. Use the ingame editor to give you a 1 billion transfer budget, set the club reputation to max and sign all the wonderkids.
