Statistically probably not any more dangerous than base, maybe even safer since there is no cliff to hit after opening. The bad side is that it is as safe as base. Everyone who has friends in base knows at least one friend done in by the sport and you don't have to be in the sport very long for that to be true.
This shows a complete disregard for human life, while giving the sport of skydiving a bad reputation. The pilot of this aircraft should be grounded as well for allowing it.

The canopy was not 'flopping around'. Steve had the pilot chute in his hand.
Basically he doing a BASE jump from an airplane. Also at 1:30 his steering toggle pops out of the container. No time for a reserve deployment.
that will get you grounded very quickly at most dz's.
