Many complaints about VIL 3rd goal. I think the sideline assistant referee signals for OFFSIDE. From the video at the start of the attack we can see that indeed there's a possibility Pepe was offside, but we don't see it confirmed with a graphic line.
If there's an offside the ref puts her hand straight up, if there was a foul she would put it straight up and wave it back and forth.
